This bill directs the National Aeronautics and Space Administration (NASA) to submit a report on the merits of, and options for, establishing an institute related to space resources. The purpose of the institute would be to advance NASA's objectives for maintaining U.S. preeminence in space, including identifying, developing, and distributing space resources, reducing technological risks, and enabling space architectures, programs, and missions. The report must also assess whether a virtual or physical institute would be most cost-effective and appropriate, and whether partnering with institutions of higher education, the aerospace industry, and the extractive industry would be effective in increasing information available to the institute.
