This bill creates the West Virginia Intrastate Commerce Improvement Act, which aims to ensure that businesses, organizations, and employers doing business in West Virginia are subject to uniform nondiscrimination laws and obligations, regardless of the counties, municipalities, or other political subdivisions in which they operate. The bill prohibits counties, municipalities, or other political subdivisions from adopting or enforcing local laws, ordinances, resolutions, rules, or policies that create a protected classification or prohibit discrimination on a basis not contained in state law. Any existing local laws, ordinances, resolutions, rules, or policies that violate this provision will be null and void. The bill also includes a severability clause, which means that if any portion of the act is declared invalid, the remaining portions will still be valid.
