Bill Summary

This bill prohibits a transportation network company from engaging in surge pricing for a prearranged ride during a natural disaster or emergency for which a state of emergency has been declared in the area in which the state of emergency has been declared. Surge pricing is defined to mean charging a transportation network company rider a higher fare rate than the usual fare rate charged for the prearranged ride during times of high demand for prearranged rides, including by using a rate multiplier.

AI Summary

This bill prohibits transportation network companies (such as ridesharing services like Uber or Lyft) from engaging in "surge pricing" - charging higher fares than usual during times of high demand for rides - during a declared state of emergency in the affected area. Surge pricing is defined as any increase in the fare rate that is more than two times the usual rate. Violators would be subject to penalties of up to $10,000 for the first offense and up to $20,000 for subsequent offenses. The bill aims to protect consumers from price gouging during emergencies when transportation options may be limited.
