This bill amends the Public Employe Relations Act to require the Pennsylvania Labor Relations Board to conduct periodic recertification elections using a secret ballot vote among public employees in a collective bargaining unit. The initial recertification election would be held between six and seven years after a unit acquires representation, and subsequent elections would be held every six to seven years. If a majority of voting employees decide not to continue representation, the current representative's duties would terminate, though the collective bargaining agreement would remain in effect. After a vote to end representation, a two-year period must elapse before a new representative can be certified.
