This bill: 1. Authorizes counties that issue building permits to send written notice of permit expiration to the property owner and contractor, and to charge a single search fee for identifying building permits associated with a particular tax parcel. 2. Authorizes municipalities that issue building permits to charge a single search fee for identifying building permits associated with a particular tax parcel. 3. Exempts certain owner-builders from certain contracting requirements when completing the requirements of an existing building permit where the original contractor substantially completed the project, or when repairing or replacing certain residential roofing. 4. Allows local governments to close expired building permits in certain circumstances, and prohibits them from denying permits or penalizing purchasers solely because a previous owner's permit was not closed. 5. Allows employers to show proof of workers' compensation coverage electronically when applying for building permits. The bill is intended to provide more flexibility and reduce administrative burdens related to building permits and construction projects.
