This bill: Amends various laws to authorize the operation of golf carts, neighborhood electric vehicles, and off-highway vehicles on public roads and highways in certain circumstances, subject to registration and safety requirements. It allows municipalities and certain counties to authorize the operation of these vehicles on roads with speed limits of 35 mph or less, and establishes an off-highway vehicle operator education and certification program. The bill also authorizes the Texas Department of Motor Vehicles to charge administrative fees for issuing license plates for golf carts and off-highway vehicles.
