This bill amends and adds to existing law to provide legislative intent, research, production, and regulation of hemp, as well as an exception regarding tetrahydrocannabinols. Specifically, it creates a new chapter in Idaho law to allow and encourage the development and research of hemp in the state, define hemp as the Cannabis sativa L. plant with a delta-9 tetrahydrocannabinol concentration of no more than 0.3% on a dry weight basis, and authorize various activities related to hemp such as planting, growing, cultivating, harvesting, testing, processing, and selling. The bill also amends the state's controlled substances laws to exclude hemp from the definition of marijuana and the scheduling of tetrahydrocannabinols.
