This bill creates a statutory definition for "public school unit" to include local school administrative units, charter schools, regional schools, and schools operated by the State Board of Education or the University of North Carolina. It also codifies the North Carolina Virtual Public School (NCVPS) program, establishing it as a program administered by the Department of Public Instruction that provides e-learning opportunities to public school students, as well as nonpublic school and out-of-state students for a fee. The bill sets forth an allotment formula for NCVPS funding, allows NCVPS to generate revenue from selling courses to out-of-state entities, and establishes an NCVPS Advisory Council to provide guidance on the program's operations.
