This bill: 1. Requires counties and municipalities to address the contamination of recyclable material in contracts for the collection, transportation, and processing of residential recyclable material. It defines "contaminated recyclable material" and outlines strategies and obligations for counties/municipalities and residential recycling collectors/recovered materials processing facilities to reduce the amount of contaminated material. 2. Prohibits counties and municipalities from requiring collection or transport of contaminated recyclable material by residential recycling collectors, except as provided in the contracts. 3. Prohibits local government entities from adopting or enforcing ordinances and regulations relating to single-use plastic straws until July 1, 2024, and requires a state study on existing local regulations on single-use plastic straws. 4. Revises the types of dock and pier replacements and repairs that are exempt from certain permit requirements, allowing more flexibility while maintaining environmental protections. 5. Provides for the automatic lifting of the moratorium on local regulation of single-use plastic straws on July 1, 2024.
