This bill aims to enhance the hiring process for the Veterans Health Administration (VHA) within the Department of Veterans Affairs (VA). The key provisions of this bill are: 1. It makes non-VA covenants not to compete (agreements that restrict an employee from working for a competing employer) unenforceable for applicants seeking VHA positions described in Section 7401 of Title 38, United States Code. However, these individuals must agree to provide clinical services at a VA medical facility for a minimum of one year, unless waived by the Secretary. 2. It allows the VHA to make contingent appointments, where individuals can be offered a position on the condition that they complete their residency training within two years. If the individual completes the training, they are then appointed to the position on a permanent basis. If they fail to complete the training, they cannot be appointed to the position permanently. 3. It requires certain VHA physicians to complete residency training, with an exception for contingent appointments as described in the previous provision.
