AI Summary
This bill, the Preserving Home and Office Numbers in Emergencies Act of 2020 or the PHONE Act of 2020, restricts the reassignment of fixed wireline voice service telephone numbers in areas that have been declared a major disaster by the President. Specifically, for up to one year after such a declaration, the number assigned to a subscriber cannot be reassigned, except at the subscriber's request. Additionally, subscribers in the affected area can cancel their service without a fee and resubscribe with the same number and no fee if their residence is inaccessible or uninhabitable. The Federal Communications Commission is required to amend its rules to reflect these requirements within 180 days of the bill's enactment, and the provisions will apply to major disasters declared after the FCC announces its ability to identify the affected areas on its website.
