Legislative Counsel's Digest: The Nevada Constitution requires the State Treasurer to perform such duties as 1 may be prescribed by law. (Nev. Const. Art. 5, 22) This bill requires the State 2 Treasurer to establish a statewide database containing information relating to 3 sources of funding for higher education, vocational training and career 4 advancement opportunities. This bill requires the database to include certain 5 information about each source of funding listed in the database. This bill further 6 requires the State Treasurer to make the database publicly available on its Internet 7 website and to establish certain means of communication to disseminate and 8 explain the information in the database. This bill also requires the Attorney General 9 to establish a program to connect victims of domestic violence and human 10 trafficking with the information contained in the database. Finally, this bill 11 authorizes both the State Treasurer and the Attorney General to accept any gift, 12 donation, bequest, grant or other source of money to establish and maintain the 13 database and pilot program. 14 SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: Section 1. Chapter 226 of NRS is hereby amended by adding 1 thereto a new section to read as follows: 2 1. The State Treasurer shall create and maintain a statewide 3 database of sources of financial assistance for persons pursuing 4 higher education, vocational training or career advancement. 5 2. The database must include, without limitation: 6 (a) A list of any program, scholarship, grant, student loan or 7 other form of financial assistance for individuals seeking to 8 pursue higher education, vocational training or career 9 advancement; 10 (b) The contact information of each person or entity 11 responsible for the administration of each program, scholarship, 12 grant, student loan or other form of financial assistance listed in 13 the database; and 14 (c) The demographic requirements, if any, including, without 15 limitation, age, race and ethnicity, household size, employment 16 status or household income, for participation in each program, 17 scholarship, grant, student loan or other form of financial 18 assistance listed in the database. 19 3. The State Treasurer: 20 (a) Shall make the database publicly available on an Internet 21 website maintained by the State Treasurer. 22 (b) Shall establish a toll-free telephone number and a means 23 of electronic communication via the Internet website to assist in 24 the dissemination and explanation of the information contained in 25 the database and any other information regarding sources of 26 financial assistance for pursuing higher education, vocational 27 training and career advancement. 28 (c) May employ such staff as the State Treasurer deems 29 necessary to maintain, support and promote the use of the 30 database. 31 (d) May accept any gift, donation, bequest, grant or other 32 source of money for the purpose of carrying out the provisions of 33 this section. 34 4. The Attorney General shall establish a program to market 35 and conduct outreach to victims of domestic violence or human 36 trafficking to connect such victims with the information contained 37 in the database maintained by the State Treasurer pursuant to this 38 section. The Attorney General may accept any gift, donation, 1 bequest, grant or other source of money for the purpose of 2 carrying out the provisions of this act. 3
