This bill would amend the California Education Code to change the maximum amount of time a part-time, temporary community college faculty member can teach without becoming a contract employee, from 67% to 85% of a full-time equivalent load. It would also require community college districts to negotiate with the exclusive bargaining representative for part-time, temporary faculty on the terms of reemployment preference, based on minimum standards not exceeding 80-85% of a full-time equivalent load. The bill would require these negotiations to commence no later than the expiration of any existing collective bargaining agreement, or upon the effective date of the bill if no such agreement is in place.
