The bill defines key terms like "department," "director," and "entity" that can operate these programs. It requires syringe and needle exchange programs to facilitate the exchange of used syringes or needles for new ones, and to provide instruction on preventing blood-borne diseases and accessing treatment services. The bill also requires the Department of Health and Welfare to report to the legislature every two years on the activities and outcomes of these programs, including their impact on infection rates and treatment access, as well as the potential for additional reductions in government spending and illicit drug use if the programs receive more funding. The department is also authorized to promulgate rules to enforce the provisions of this new chapter.
