This bill amends the Government Code to prevent the loss of benefits by certain retirees of the Teacher Retirement System of Texas (TRS) who resume service. The key provisions are: 1. Extending the exemption from the prohibition on receiving retirement benefits while employed by a Texas public educational institution from January 1, 2011 to August 31, 2018 for TRS retirees. 2. Allowing TRS retirees to work up to a full-time basis if they have been separated from service for at least 12 full consecutive months after their retirement date. 3. Providing an exception to the one-half time basis limitation for TRS disability retirees who exceed the limit due to an exigent event beyond their control, requiring them to either return the prorated portion of the benefit payment or pay the difference in hours worked. 4. The bill applies to TRS benefit payments made on or after September 1, 2019, when the act takes effect.
