AI Summary

This bill repeals the existing Adolescent Alcohol and Drug Treatment and Recovery Program Act of 1998 and enacts the Youth Substance Use Disorder Treatment and Recovery Program Act of 2019. The new act requires the Department of Health Care Services to establish community-based nonresidential and residential treatment and recovery programs to intervene and treat alcohol and drug use among youth under 21 years of age by January 1, 2021. The bill also requires the department to establish regulations for these programs, including criteria for participation, programmatic requirements, treatment standards, and funding terms. Additionally, the bill requires the department to update Medi-Cal billing codes to include all services described in the regulations for youth under 21, in order to enable the state and counties to obtain federal Medicaid reimbursement for these services.
