This bill: 1) Requires the California Air Resources Board (CARB) to adopt a regulation that requires metropolitan planning organizations (MPOs) to provide data necessary for CARB to assess the MPOs' progress in meeting their 2035 greenhouse gas emission reduction targets. After each assessment, CARB must determine if each MPO is on track to meet its 2035 target. 2) Requires the action element prepared by MPOs to identify near- and long-term steps to implement their sustainable communities strategies and achieve the greenhouse gas emission reduction targets set by CARB. MPOs must monitor and report progress on implementing these steps. 3) Establishes an interagency working group administered by the Strategic Growth Council to develop and implement a State Mobility Action Plan for Healthy Communities. The plan must identify actions needed to achieve vehicle miles traveled reductions necessary to meet the state's greenhouse gas emission reduction goals, and provide a timeline and investment strategy to assist local and regional governments in meeting these goals. The bill aims to better coordinate state, regional, and local planning and funding for housing, transportation, and economic development to achieve the state's greenhouse gas reduction, equity, and housing goals.
