This bill amends various provisions of Chapter 40D of the General Laws, which relates to industrial development finance authorities. Key changes include: allowing industrial development finance authorities to issue bonds to finance facility costs, including costs paid prior to bond authorization; expanding the definition of "industrial enterprise" to include rental housing, including low and/or moderate income housing; giving sole bond-issuing authority to municipalities or consolidated municipalities for projects undertaken within their jurisdiction; and removing various references to the Massachusetts Industrial Finance Agency (MIFA). The bill aims to provide more flexibility and authority to industrial development finance authorities in supporting community development and small businesses.
