This bill establishes a MassHealth buy-in program, which allows individuals or employers to purchase an optional expanded Medicaid plan. The office of Medicaid can set alternate eligibility and cost-sharing standards for this plan, but must maintain the benefit and cost-sharing standards for those who meet the existing MassHealth eligibility requirements. The office can also require employer contributions for employees who meet the existing MassHealth eligibility standards. The bill also allows the office to apply for federal authorization to permit the use of available subsidies, such as advance premium tax credits or cost-sharing reductions, for participation in the optional expanded plan.
