This bill authorizes the Secretary of the Commonwealth to regulate elections in emergency situations, such as when the governor or a federal agency declares a state of emergency or disaster. This includes the ability to postpone or extend the qualifying periods for candidates, postpone the date of any election, provide procedures for the orderly conduct of elections, and in the case of municipal elections, postpone or suspend the election after consultation with local officials. The bill also requires the Secretary to adopt an elections emergency contingency plan that provides procedures for state and local officials to follow when an election is suspended or delayed, and for the release and certification of election returns and documents.
