This bill aims to incentivize high-value health care services by making several changes to the existing law. Specifically, it expands the scope of providers whose standards must be reviewed by the Health Policy Commission to include not just providers of free-standing ancillary services, but all providers of health care services. The bill also requires the Commission to annually review the standards published by certified Accountable Care Organizations (ACOs) and issue a report on its findings, including recommendations. Additionally, the Commission is required to biennially amend the minimum standards for the processes by which ACO participants and out-of-ACO arrangements are approved and structured. Finally, the bill mandates the Commission to promulgate regulations to implement the aggrieved provider review process established in the existing law.
