This bill amends Section 2 of Chapter 93A of the General Laws to exempt rules and regulations related to the manufacture and sale of weapons from the scope of that chapter. It also completely replaces Section 123 of Chapter 140, which sets forth various conditions and requirements for licenses granted under Section 122 for the sale of firearms, rifles, shotguns, and machine guns. The new Section 123 imposes numerous conditions on licensees, including requirements to submit sales records electronically, verify the validity of customer credentials, provide warnings about safe storage, and limit sales to certain types of wholesalers. The bill also grants licensing authorities the ability to inspect licensee records and inventory once per year.
