This bill establishes a commission to study the current practices, needs, impact, and accessibility of Massachusetts Adult Drug Courts. The commission will be composed of 13 members with diverse expertise, including individuals with lived experience in drug courts, as well as professionals in criminal justice, substance abuse treatment, legal defense, and assessment. The commission will examine the capacity and resource challenges of existing drug courts, identify barriers to ensuring an adequate number of drug courts, assess potential racial/ethnic and gender disparities, evaluate the use of incentives and sanctions, and identify sources of funding and funding challenges. The commission will issue a report with findings and legislative recommendations within two years of its first meeting.
