This bill establishes a commission to study the impact of opportunity fund investments, ensure equitable and inclusive development in designated opportunity zones, recommend regulations for the use of opportunity fund money, and the creation of new opportunity zones in the Commonwealth. The commission will consist of five commissioners appointed by the governor, speaker of the house, president of the senate, the Executive Office of Housing and Economic Development, and the joint committee on community development and small businesses. The commission will also have 10 additional members with expertise in areas such as affordable housing, small business, economic development, transportation, environment, fair housing, infrastructure, and anti-displacement policy. The commission will collect and track data on potential impacts, review and analyze opportunity fund investments, promote collaboration, act as an advocate for local and state governments, and provide regular reports and recommendations to the Massachusetts Executive Office of Housing and Economic Development and the general court.
