This bill establishes penalties for interfering with aircraft in flight by using a laser pointer or operating an unmanned aerial vehicle within the flight path of an aircraft. It defines "laser pointer" and "unmanned aerial vehicle," and sets a fine of up to $1,500 for knowingly aiming a laser at an aircraft or operating a drone in the aircraft's flight path. The bill also imposes a fine of up to $5,000 and/or up to 5 years in prison for causing a significant change of course or other serious disruption to the safe travel of an aircraft. However, the bill provides exceptions for authorized research, development, and testing activities, as well as for the use of laser emergency signaling devices and certain approved laser operations.
