Authorizing the Department to impose a schedule of fees on regulated sources of greenhouse gas emissions to recover the costs of implementing the climate protection laws. 8. Subjecting municipal electric departments and municipal light boards to the state's climate protection laws, with provisions for the Secretary to approve their comprehensive plans to achieve the emissions limits.
