This bill seeks to ensure appropriate regulation of piggeries based on their impact on air and water quality. It amends the existing law to state that no piggery shall be prohibited or closed absent any significant and persistent impact on air or water quality, or reasonable cause to believe that such impacts will occur. The bill requires boards to rely on guidance and standards produced by the Natural Resources Conservation Service of the United States Department of Agriculture or other appropriate guidance and standards identified by the department of agricultural resources when determining whether piggeries or proposed piggeries pose or may pose significant and persistent impacts.
