This bill aims to establish a community-scale housing development demonstration program within the Executive Office of Housing and Economic Development. The bill defines "community-scale development" as a residential development with fewer than 20 units that did not use low-income housing tax credits or other state housing programs. It requires that in such developments, at least 25% of the units must be affordable to households earning up to 80% of the area median income, and at least 50% must be affordable to those earning up to 110% of the area median income. The bill also requires municipalities to zone for multi-family housing with minimum densities and in eligible locations, and allows for the creation of inter-municipal planning and zoning boards. It establishes a housing and economic growth cabinet to coordinate data collection and policy relating to development and growth. The bill also calls for reports on the fiscal impacts of new housing and on underutilized "greyfield" sites that could be redeveloped.
