This bill amends the existing law to add provisions related to speed limitations when passing stopped or stationary waste or recycling collection vehicles on public ways. Specifically, it defines a "Waste or Recycling Collection Vehicle" as a garbage, waste, or recycling collection vehicle that provides curbside collection and is not fully automated. The bill then prohibits operating a motor vehicle at a speed in excess of 15 miles per hour when passing such a vehicle, as long as the vehicle is identifiable, the operator gives visual notice, and the vehicle is not located on a private way, controlled access highway, or road with more than two lanes. Violations of this provision can result in fines and potential jail time, with increased penalties for subsequent violations or those resulting in serious bodily injury to a waste or recycling collection worker.
