This bill allows municipalities to count certain manufactured housing units as low or moderate income housing units for the purpose of meeting affordable housing requirements. Specifically, the bill states that manufactured housing units in a community can be counted if they have a fair cash value of no more than $100,000, are not subject to any outstanding board of health citations, and are affordable to a single-person household with an income of 80% or less of the area median income, with the total of the annual rent, financing cost, and utility costs not exceeding 30% of that income. Additionally, the median income for the census tract in which the manufactured housing community is located must be less than 80% of the area median income.
