This bill amends Chapter 90 of the General Laws to authorize and direct the registrar to design, issue, and regulate the use of temporary registration plates, including for purchasers of motor vehicles who do not reside in Massachusetts but will be transporting the vehicle to their state of residence for registration. The bill allows dealers to apply for and obtain these temporary plates for use by purchasers, which will be valid for up to 20 days. The bill also requires that satisfactory proof of a valid certificate, as defined in Section 34A, be furnished prior to the issuance of temporary plates to any purchaser, and empowers the registrar to issue and enforce regulations for the administration of this section.
