This bill aims to promote fairness and transparency in large-scale clean energy procurements in Massachusetts. It has several key provisions: 1. If an affiliated company of a distribution company submits a bid for a large-scale clean energy procurement, the distribution company is prohibited from participating in the bid evaluation and selection process. The Department of Energy Resources (DOER) and the Department of Public Utilities (DPU) are required to revise any relevant regulations to comply with this provision. 2. The definition of "Firm Service Hydroelectric Generation" is expanded to include multiple hydroelectric run-of-the-river generation units managed in a portfolio that creates firm service through the diversity of multiple units, as long as the units have not commenced commercial operation prior to January 1, 2016 or represent a net increase from incremental new generating capacity at an existing facility after January 1, 2016. The DOER and DPU are required to revise any relevant regulations to comply with this section. 3. For large-scale clean energy procurements that include electric generation from generating units not located within the ISO-NE control area and not accounted for within the NEPOOL GIS accounting system, the generation and associated attributes must be tracked using an appropriate tracking system that is compatible with and has the equivalent functionality and scope of the NEPOOL GIS. The DOER and DPU are required to revise any relevant regulations to comply with this section.
