This bill establishes a Mobile Integrated Health Care Trust Fund to be administered by the Department of Public Health. The fund will support the administration and oversight of mobile integrated health care programs certified under Chapter 111O. The fund will consist of revenue from fees, fines, and penalties imposed under Chapter 111O, as well as appropriations, gifts, grants, and other designated sources. The bill also requires the Department of Public Health to issue guidance on best practices for structuring mobile integrated health care programs to obtain reimbursement, and to report annually on the impact of these programs on metrics such as readmission rates, emergency department use, and the variance in these metrics between Medicaid and commercial claims. Additionally, the bill establishes application fees for mobile integrated health care and community EMS programs, with priority given to applicants that have been approved as MassHealth accountable care organizations. Finally, the bill transfers $900,000 from the Board of Registration in Medicine Trust Fund to the new Mobile Integrated Health Care Trust Fund.
