This bill aims to further regulate public records laws in Massachusetts. It proposes the following key changes: 1. Repeals Section 7(26)(s) of Chapter 4 of the General Laws, which previously exempted certain trade secrets or proprietary information from public disclosure. 2. Amends Section 1F of Chapter 164 to exempt from public disclosure under the public records law any trade secrets or competitively-sensitive information provided by a governmental body acting as an energy supplier under a license granted by the Department of Public Utilities, if the governmental body determines that such disclosure would adversely affect its ability to conduct business. 3. Amends Section 134 of Chapter 164 to similarly exempt from public disclosure any trade secrets or competitively-sensitive information provided by a municipal aggregator or cooperative of governmental entities organized under this section, if they determine that disclosure would adversely affect their ability to conduct business. 4. Modifies Section 1 of Chapter 303 to require governmental bodies to maintain records of procurement processes and awards for 6 years, rather than publicly disclosing information deemed non-public under the amended Sections 1F and 134 of Chapter 164.
