This bill amends Section 3 of Chapter 115 of the General Laws to modify the appointment of veterans' agents and service officers. It allows the mayor of each city (except Boston) and the selectmen of each town to appoint a veterans' agent/veterans' service officer to disburse veterans' benefits. It also allows two or more contiguous towns to jointly appoint a full-time veterans' agent/veterans' service officer and additional staff, with the payment of compensation apportioned among the towns. Additionally, the bill provides that the appointment of a veterans' agent/veterans' service officer does not create a civil service position, and any person who has held such a position for at least three years and is certified by the Massachusetts Department of Veterans' Services as a trained officer cannot be involuntarily separated and has the same rights and protections granted to veterans under Section 9A of Chapter 30.
