This bill provides for a five-year program of state assistance to cities and towns to maintain and improve municipal roads and related public infrastructure. The bill appropriates $1,576,000,000 to the Massachusetts Department of Transportation's Highway Division for the construction and reconstruction of municipal roads and ways. The state treasurer is authorized to issue and sell bonds of the commonwealth in an amount not exceeding $1,576,000,000 to meet the expenditures necessary to carry out this program. The bonds will be designated as the "Municipal Roads Act of 2019" and will have a maximum term of 30 years, with all interest and principal payments payable from the General Fund.
