This bill establishes a Double Pole Remediation Advisory Council to recommend rules and regulations to the Department of Public Utilities and the Department of Telecommunications and Cable to reduce the use of double utility poles in the Commonwealth. The bill requires the Departments to issue a report on the progress made in removing double poles and to jointly promulgate rules and regulations within one year, which may include fines or other penalties on pole owners or attachees for failure to remove double poles. Municipalities are authorized to enforce any uniform, statewide fine structure through local ordinances or bylaws. The Departments are also required to submit annual reports to the legislature on the status of double pole remediation and recommendations for improving enforcement or further reducing double poles.
