Relative to universal background checks for private gun sales. Public Safety and Homeland Security.

This bill amends Section 128A of Chapter 140 of the Massachusetts General Laws to require any private sale or transfer of firearms to be conducted at the location of a licensed firearms dealer. The dealer must transmit the required information for the sale or transfer through the Massachusetts Gun Transaction Portal, a system established by the Massachusetts Department of Criminal Justice Information Services. The dealer may charge the seller a fee of up to $25 for each sale or transfer submitted electronically. Violating this requirement can result in a fine of at least $10,000 or up to 20 years in state prison or 2.5 years in the house of correction.
