This bill establishes two new funds - the Wind Energy Relief Fund and the Wind Turbine Decommissioning Fund - to provide compensation and assistance to citizens, businesses, and municipalities adversely affected by the operation of wind turbines in Massachusetts. The Wind Energy Relief Fund will be funded by an annual $15 million transfer from the Massachusetts Renewable Energy Trust Fund and will be used to compensate individuals and entities for losses due to negative health effects, property loss, or other adverse impacts from wind turbines developed with assistance from the Massachusetts Clean Energy Center. The Wind Turbine Decommissioning Fund, funded by an annual $7.5 million transfer, will provide assistance to municipalities for the decommissioning or relocation of wind turbines built based on false, misleading, or inaccurate information. The bill also requires that these new funds be fully funded before any other transfers are made from the Massachusetts Renewable Energy Trust Fund.
