This bill aims to close the large capacity magazine loophole by amending Section 131M of Chapter 140 of the General Laws. The key provisions are: 1. Individuals who lawfully possessed a large capacity feeding device prior to January 1, 2020, must apply to the Executive Office of Public Safety and Security to declare possession of such device by January 1, 2020 (or within 90 days of returning to the state if they were on official military duty outside the state). 2. Certain entities, such as law enforcement, the military, and licensed gun dealers, are allowed to possess, purchase, or import large capacity feeding devices for official purposes. 3. Individuals who move into the state, except for military members, must apply to declare possession of any large capacity feeding device within 90 days. 4. When a large capacity feeding device is transferred to a licensed gun dealer, the dealer must execute a certificate of transfer and provide it to the Executive Office of Public Safety and Security. 5. Individuals who have declared possession of a large capacity feeding device may only possess it under specific conditions, such as at their residence, at a target range, or while transporting it between these locations. 6. Violations of the provisions in this bill would constitute a violation of the sale, transfer, or possession requirements of the first paragraph of Section 131M.
