This bill aims to further regulate the technology used in automobiles to enhance driver safety. It introduces several key provisions: 1. It requires that the active display area of any vehicle offered for initial sale in the Commonwealth after January 1, 2021 must be designed to lock out certain tasks, such as manual text entry for text-based messaging, display of video images, and display of non-video graphical or photographic images (excluding maps and standardized icons/symbols). 2. It mandates that the active display area of any aftermarket device installed or integrated into a vehicle after January 1, 2021 must also lock out the same tasks as mentioned above. 3. It requires that any portable device offered for initial sale in the Commonwealth after January 1, 2021 must be designed with the necessary mechanisms to enable pairing with a vehicle's in-vehicle system and have a driver-mode interface that locks out the same tasks as above. 4. The bill also imposes a 0.5% surcharge on the listed sale price of any vehicle, aftermarket device, or mobile electronic device offered for initial sale in the Commonwealth after January 1, 2021 that does not conform to the provisions of this section.
