This bill amends Chapter 164 of the General Laws by striking and replacing Section 56. The key provisions are: 1) The mayor, selectmen, or municipal light board of a city or town acquiring a gas or electric plant must appoint a manager of municipal lighting. The manager is responsible for the operation and management of the plant, including manufacturing and distributing gas or electricity, purchasing supplies, hiring staff, setting prices and quality, collecting bills, and keeping accounts. 2) The manager's compensation and term of office are set by the city council, municipal light commission, selectmen, or municipal light board. The manager must provide an annual detailed statement of their activities and the plant's financial matters. 3) All moneys related to the plant's operations must be paid to the city or town treasurer. The city auditor or town selectmen can inspect the plant's accounts and require oath attestations for claims against the plant. 4) The city auditor or town selectmen must approve all plant bills and payrolls before payment, and can disallow any claims deemed fraudulent, unlawful, or excessive.
