This bill establishes the Massachusetts Service Alliance (MSA) to advise and assist in developing a comprehensive, statewide plan for promoting volunteer involvement and citizen participation. The MSA will coordinate community service and volunteer programs across state agencies, serve as an advocate for volunteers, and establish guidelines and programs to reform, expand, and implement community service opportunities. The bill also requires public schools to provide community service-learning opportunities for students, and establishes a Commonwealth Student Corps program at public higher education institutions to expand student participation in community service. Additionally, the bill creates scholarship, loan repayment, and housing voucher programs to encourage students to engage in community service and volunteer work within the Commonwealth.
