This bill further regulates the temporary inventory adjustments of malt beverages in Massachusetts. It allows the Alcoholic Beverages Control Commission (ABCC) to issue a certificate of registration to a licensee under Section 18 (alcohol retail license) who has common ownership or control with a business located outside of Massachusetts that holds a license or permission to export or sell alcoholic beverages to Massachusetts. This registration allows the holder to import or export malt beverages for the purposes of addressing product shortages, transferring products close to freshness return or exchange policies, and balancing inventory between related entities. The bill also sets conditions for the registration, including reporting requirements, fees, and restrictions on who can hold both a Section 18B certificate (for certain manufacturers/distributors) and this new registration.
