This bill proposes to amend Section 81U of Chapter 41 of the General Laws in Massachusetts. In any city or town that has accepted the provisions of this amendment, when a planning board approves or disapproves a definitive subdivision plan, the planning board must send notice of such approval or disapproval to all persons who were required to be given the initial notice of the public hearing. The notice must also inform all persons of their right to appeal and the time frame in which such appeal must be filed. Additionally, if the petitioner seeks approval due to the planning board's failure to act within the prescribed time, the petitioner must notify the city or town clerk in writing within 14 days, and that notice must be sent to all persons who were required to receive the initial notice of the public hearing, specifying that any appeals must be filed within 20 days after the date the city or town clerk received the petitioner's notice.
