This bill aims to promote rental housing stability in Massachusetts. It amends the state's laws to allow landlords to bring emergency actions to recover possession of a rental property if significant damage is occurring or is likely to result from the tenant's continued occupancy. The bill also modifies the requirements for tenants to withhold rent due to poor property conditions, including that the tenant must deposit the withheld rent with the court within 7 days of the typical rent payment date. Additionally, the bill requires the court to release any withheld rent to the landlord within 21 days after the local board of health inspects the property and certifies that the defect has been cured.
