This bill aims to promote fair housing by preventing discrimination against affordable housing. It amends the existing law to prohibit local or state administrative, legislative, or regulatory bodies from engaging in "discriminatory land use practices," which include enacting or enforcing land use regulations, making permitting or funding decisions, or taking other actions that limit or exclude housing accommodations for low-income families, families with children, or individuals based on protected characteristics such as race, color, religion, national origin, sex, age, disability, and familial status. The bill provides an exception if the governmental entity can prove that its action or inaction was motivated and justified by a substantial, legitimate, and nondiscriminatory governmental interest that cannot be served by a less discriminatory practice.
