This bill proposes to amend Section 20 of Chapter 268A of the General Laws to allow employees of regional public educational agencies, such as educational collaboratives, to have a direct or indirect financial interest in contracts or agreements made by the educational collaborative to provide educational and related services to the collaborative or its member school districts. The bill requires the employee to provide a written disclosure of these contracts to both agencies they are contracting with, and the proposed arrangement must be approved by the employee's appointing authority before the employee provides the educational services. The bill defines "educational services" to include any service related to the education of students, youth, and families, or to the professional development and training of educators, administrators, paraprofessionals, and community-based personnel working on behalf of public education.
