This bill amends the Massachusetts General Laws to establish the Active Shooter/Hostile Events Response (ASHER) Program, a community-based approach to preparedness, mitigation, response, and recovery from active shooter or hostile event incidents. The bill requires the Executive Office of Public Safety and Security to adopt the National Fire Protection Association's NFPA 3000 standard as the guideline for active shooter or hostile event situations in the Commonwealth. It also establishes an ASHER Executive Council to coordinate the efforts of state and local law enforcement, fire services, emergency medical services, and other agencies to develop and implement standard training requirements for integrated preparedness, response, and recovery. The department is designated as the lead state agency for emergency response planning and recommendations related to active shooter or hostile event situations.
