This bill enacts the Idaho Rural Teacher Recruitment and Retention Act to create an incentive program to place teachers in rural schools. The key provisions include: 1. Establishing a rural teacher fellowship program that partners rural school districts with higher education institutions to provide teaching fellowships for selected teacher candidates near completion of their education program. 2. Implementing a "grow your own" program to provide funding for paraprofessionals in qualifying rural school districts to complete a teacher preparation program and become certified teachers in those districts. 3. Offering a rural certification incentive program to provide a stipend for teachers in qualifying rural school districts to earn endorsements in hard-to-fill content areas or to meet critical needs. 4. Requiring program participants to commit to work in the same rural school district for at least three years after completion, unless waived by the district. 5. Mandating that rural school districts provide high-quality mentoring and support to program participants throughout the duration of the program. The bill is effective from July 1, 2020, to July 1, 2025.
